Appointment system blocks patients without NHS app

How are appointments supposed to be made by those without access to the NHS app? I experienced a serious health event and attempted to get an appointment at this surgery beforehand, but was unable to do so. When I subsequently attended an emergency department, staff expressed surprise upon learning that I couldn't access care at the surgery due to not having the app. This seems like it may contribute to unnecessary emergency department attendance. I have given a one star rating solely to enable this review to be submitted. I have recently attempted to book another appointment as my hospital care team has advised I need to see my GP to discuss whether my current medication is appropriate or requires adjustment. However, I remain unable to secure an appointment at the surgery for the same reason regarding the app. My blood pressure readings are now elevated, and I am uncertain about the best course of action to take.
