Bureaucratic nightmare destroys hopes of baby registration

Absolutely zero consideration for customer time and convenience. We recently moved to the neighborhood and urgently needed to register our newborn, so we provided our address and were instructed to come in and complete the necessary paperwork. Upon returning home after following their instructions, we received a call stating that the "operations manager" had suddenly determined we were ineligible for registration. The front desk staff appeared equally disengaged and unhelpful, completely unresponsive until they finished their typing tasks.
