Desperate for help with persistent cough

There are zero available appointment slots at this practice. They consistently redirect patients to urgent care. I've visited urgent care numerous times for myself and my family. Urgent care staff are questioning why the GP is sending patients to them when they have limited treatment capabilities. It's more advisable to contact 111 or 999 instead of attempting to schedule an appointment here. The GP seems to be playing a game of passing responsibility, like passing a football between staff. I previously consulted the GP about my persistent cough, and I'm genuinely concerned I might suffocate. An x-ray was conducted in August showing no abnormalities, yet my cough remains. Should I choke and die, the GP will bear responsibility for not providing appointments. I became emotionally overwhelmed and raised my voice at reception due to the lack of appointments and my critical health situation. Anyone who has experienced the terrifying sensation of potential choking would understand my distress.
