Discriminatory service denied me basic registration rights

I visited their office today to complete my registration, being homeless, and they declined to process my application without a residential address. Despite having a care of address, they persistently demanded proof of address, which I know is not required. The government guidelines clearly state that individuals in my situation do not need to provide a proof of address or additional identification, which they confiscated. This interaction amounted to discrimination against me as a deaf homeless individual, with staff refusing to register me. The front desk employee and practice manager both demonstrated a complete lack of understanding of the legal requirements and proper procedures. They repeatedly insisted I was mistaken, despite my knowledge of the correct protocols. I am expecting this issue to be resolved promptly, or I will be compelled to pursue civil action to address their inappropriate and potentially illegal treatment.
