Endless calls for a simple sick note

After dedicating 38 years to my job, I attempted to obtain a sick note following two surgeries in a single week. It took me 19 attempts just to reach someone at 8:30am. I was promised a callback, but no one contacted me. When I called the surgery again at 3:30pm, I was informed the doctor would call between 4:30 and 6:30pm. Now it's 8pm, and still no callback, leaving me completely stressed out. As a result, my manager is unable to arrange cover since I can't provide the necessary sick note documentation.
