Endless wait destroys patient's trust in medical care

I persuaded my partner to book a doctor's appointment, and after waiting 4 weeks, he arrived at the surgery with our 3-year-old. After sitting for over 45 minutes and discovering 5 more patients were ahead of him to see Dr. Bradbury (meaning at least another 30-minute wait), he decided to leave! This wasn't a last-minute emergency appointment, but a pre-planned one weeks in advance, and he arrived precisely on time - is it truly reasonable to expect him to wait over an hour to see the doctor? Patients with earlier appointments had time to go home, have tea, and return, yet still wait! 10:30am appointments weren't seen until 12pm!! In fact, two other patients who had booked appointments also left after waiting over an hour because they needed to return to work! Now he's home, with a health issue I believe requires medical attention, but he's absolutely determined to change surgeries and never return! Meanwhile, I'm hoping the condition I suspect might be cancer is nothing serious!! This surgery should completely abandon pre-booked appointments and simply tell patients they must book on the day, sit, wait, and hope - because even with a scheduled appointment, there's no guarantee you'll see a doctor anywhere near the designated time!
