Frustrating doctor's surgery with impossible appointment system

I've always found this practice somewhat adequate, with staff displaying basic courtesy, but securing an appointment is incredibly challenging. While this is common among medical practices, it seems particularly problematic here. Previously, I could resolve booking issues by speaking directly with reception, but that option is no longer available. I'm currently attempting to schedule a routine appointment referenced in an October letter—and I'm still struggling to do so. Their phone system directs non-urgent cases to book online or through their app, claiming they're only handling urgent calls. However, the app consistently shows no available appointments, regardless of when I check, and invariably redirects me back to phone booking. Frustrated, I eventually decided to wait on hold during what should be a quieter time (11am), knowing this might potentially delay care for those with genuine emergencies. After being told I was "first in queue" for 20 minutes, I ultimately gave up. The experience has been so disheartening that I've decided to change healthcare providers, as I have zero confidence in their ability to accommodate me during a genuine medical need.
