Frustrating medical practice with terrible communication

Seriously, they are completely unresponsive to phone calls. They keep pushing me to use online services, but I need their assistance to actually complete the online registration and obtain my essential account credentials. When I visit in person, they just redirect me back to the internet... what kind of circular logic is that? I'm meticulously following every single instruction from their team and online platform, yet I'm constantly met with the same frustrating roadblock. They seem more interested in casual conversation among themselves while patients are desperately trying to navigate their convoluted system. It's TERRIBLE. The medical professionals are competent, but their administrative staff are utterly incompetent, and they always have multiple people just sitting around doing nothing. Absolutely ridiculous.
