Frustrating phone and online booking experience

Every time I attempt to schedule an appointment, I'm forced to endure a minimum one-hour phone wait. And when I finally manage to connect with someone, I'm dismissively directed to use eConsult. Yet, upon trying to use eConsult, the website displays a frustrating message stating 'their capacity has been reached for today'??? I'm completely baffled by the lack of an online booking system, which seems to be a standard feature at virtually every other medical practice.
