Frustrating phone experience with unresponsive medical practice

Attempted to contact this medical office between 8:15 and 9:00 to schedule an appointment. After 25 unsuccessful attempts, I finally drove down to the clinic, only to be informed that the doctor would return my call. Strangely, the waiting room was completely empty. How can this be considered acceptable service?
