Frustrating phone ordeal with unresponsive medical practice

my partner struggled for 2 hours attempting to schedule a doctor's appointment about a procedure from three weeks ago, which the hospital advised him to follow up with his GP. he specifically wanted an in-person consultation, not a phone consultation, but their online booking system has vanished. this medical practice desperately needs to increase their phone staff instead of making patients wait endlessly. aren't GPs supposed to be seeing patients directly, not causing additional stress through complicated phone interactions?
