Frustrating phone service drives patient away

I was planning to withhold all ratings due to their abysmal phone availability. Every single attempt to schedule an appointment results in constant busy signals - the last time I tried, the line was engaged after 129 attempts. Are they deliberately leaving the phone off the hook until they're less swamped, and then casually informing patients they're fully booked? This recurring issue has happened multiple times, and I'm seriously considering switching practices after being a long-term patient. The service has deteriorated so dramatically that I'm nostalgic for when Dr. John was around - he would have quickly addressed these unacceptable communication problems.
