Frustrating receptionist blocks post-surgery care

I underwent a craniectomy at Derriford hospital and was prescribed antibiotics for a bone infection. Following the removal of my staples, the neurosurgeon recommended regular blood tests and consultation with my GP. When I immediately contacted the medical practice to schedule an appointment, the receptionist declined to book it unless I submitted a written request. Is it now standard procedure for a receptionist to determine the necessity of an appointment and subsequently deny booking? I believe medical staff, especially receptionists, should demonstrate compassion towards patients, particularly those recovering from significant surgical procedures. Despite making three separate phone calls, I was unable to secure an appointment. This represents a deeply unsatisfactory approach to patient care following a major surgical intervention!
