Frustrating service with unhelpful and unresponsive receptionists

Whenever I attempt to contact a physician, the appointments are perpetually occupied, regardless of being second or third in the queue. Even if you ring twice weekly, they prevent you from consulting a doctor due to their strict policy limiting patient calls to once per week. I question: isn't it possible for someone to fall ill multiple times in seven days? Apparently, if you haven't called for half a year, everything is acceptable. The medical professionals themselves are excellent, but the front desk staff's communication is subpar - though not uniformly terrible. Some receptionists are more helpful than others. However, I cannot endorse this general practice.
