Heartbreaking neglect of vulnerable elderly patient

I am deeply distressed and outraged by the complete disregard and indifference shown by this medical practice towards my elderly mother. Recently discharged from hospital after kidney failure, she has multiple health challenges, including an ulcerated foot requiring continuous assessment and treatment. Her condition has significantly deteriorated since leaving the hospital, with her foot becoming increasingly painful, swollen, and inflamed - a serious concern for a diabetic patient at risk of infection. For three consecutive days, I've been desperately contacting the surgery seeking assistance. Initially, the receptionist seemed understanding, and after consulting a duty physician, they agreed my mother needed a home visit for assessment and wound care. While an assessment occurred with promises of a nurse visiting to dress her foot, these promises repeatedly went unfulfilled. Despite multiple phone calls and assurances, no nurse arrived. The medical staff seemingly believe that because my mother previously managed to reach the surgery before her kidney failure, she remains capable of doing so now. This is completely incorrect. She has experienced twenty-one falls and is extremely unsteady. Her husband, suffering from Alzheimer's and currently hospitalized after a fall, has further heightened her anxiety. She is now alone, terrified, and desperately seeking help. A long-standing patient since the eighties, she is now essentially housebound and deserving of home care. Her complex medical history - diabetes, heart disease, high blood pressure, frequent falls, kidney failure, compromised lungs, carotid blockage, back pain, and heightened anxiety - seemingly disqualifies her from receiving a home visit. As a patient who has always been cooperative and considerate, I am profoundly distressed by this apparent negligence and abdication of medical responsibility. Regrettably, this reflects the current state of our healthcare system, and I feel compelled to file a formal complaint with NHS England on my mother's behalf.
