Impossible to get through on the phone queue

Frustrating experience. Each time I call, there are never any available slots. I was advised during the week to phone back at 8.30 the following morning, so I made the effort to be ready at that time. When I finally got through, I was told I was 26th in the queue. After waiting, I was informed there were no appointments remaining, which felt like a waste of my time, so I ended the call.
