Incompetent office with zero customer communication skills

The phone system's operating hours are completely inaccurate, and I've been attempting to reach the secretaries regarding a referral that's been pending for months. They consistently ignore incoming calls, and despite sending a text, I'm left without any confirmation because they're too timid to engage in direct conversation. I can't afford to waste my workday waiting on hold. Their service is abysmal, run by individuals who show zero concern. On the rare occasions they actually answer, their attitude suggests they're doing you an immense favor. Any legitimate business operating with such unprofessional conduct would undoubtedly collapse within half a year. It's an absolute organizational disaster.
