Long waits and broken appointment promises frustrated me

Called the day before requesting an appointment but none were available, so I was advised to ring before 10am the following morning. I phoned at 8:35am and again at 10am but was informed no appointments could be offered. I was told a callback would be arranged and received one at 3pm, with the message that I might be contacted anytime up until 6pm. This fell short of what I expected. The service provided was disappointing. I waited until 6pm without receiving either a call or an appointment slot. I feel this waiting period was unreasonable and I should not have had to wait so long without being seen. I am making a formal complaint to the relevant authority. I have recordings of all my calls to the surgery that day and conducted myself politely throughout these interactions. Regardless of any training considerations, I believe I should have received a call or been seen, particularly as the instructions clearly stated that calling before 10am would secure an appointment, which did not happen in my case, and I did not cancel my request.
