Misleading service with unprofessional catchment area policy

After relocating to the area, I contacted them to verify my catchment status, and a staff member confirmed I was eligible. I visited the next day to collect paperwork, where another employee double-checked my postcode before providing the documents. However, after spending two days completing four detailed forms about my medication and medical history, I was abruptly informed that they couldn't accept my application because I wasn't in their catchment area!!!! This decision seems completely arbitrary, especially since two previous staff members had confirmed my eligibility, and the NHS website also lists this as a GP in my catchment area - it's literally just 0.9 miles away. I strongly suspect this is discrimination related to my headscarf, particularly when the staff member awkwardly stated, "There is nothing personally against you." Such a phrase is unprofessional and inappropriate when meeting someone for the first time in a brief conversation. Her statement implies a personal bias, and I'm convinced she means it in a discriminatory manner.
