Painful Lump, No Help from Doctor

I recently consulted a physician about a painful lump and infection in a sensitive area, requesting a hospital referral after my previous appointment was cancelled during the March lockdown. Unfortunately, the doctor processed this as a non-urgent matter, and the hospital has indicated a potential year-long wait just for an initial assessment, let alone any surgical intervention. Despite being advised to use antiseptic on the wound, it remains unhealed. I've attempted to contact the practice all week without receiving a single callback. It seems unreasonable that I should be forced to visit the emergency department when my primary care provider could assist me. The pain is so severe that walking or sitting has become nearly impossible. While other medical practices have resumed normal operations, this clinic appears to be using COVID-19 as a convenient excuse for their poor service. Their staff seem lazy and discourteous. During my referral visit, I observed multiple vulnerable individuals, including elderly patients and a sick child, left standing outside in freezing temperatures, ironically while the NHS warns about high winter COVID cases. I was completely disregarded, with staff assuming I was waiting for someone, despite no one having spoken to me directly.
