Phone booking nightmare after 15 failed attempts

My attempts to book appointments over the phone have been abysmal, with a success rate of zero out of 15 tries over an 18-month period. Each booking attempt typically requires multiple attempts. Using the digital booking system, I managed to book one appointment out of one attempt in the same timeframe. This involved navigating the cumbersome 'Patient Access' online platform, which is consistently challenging to access. Regarding critical health-related correspondence and blood tests, my success rate stands at 1 out of 3 during this period. The single successful health referral was ironically for the least serious condition. My experience-based ratings for key aspects are as follows: Receptionist Politeness: 3/5 Receptionist Effectiveness: 1/5 Doctor Consultation Quality: 3/5 Regarding my Doctor Consultation Quality assessment - this is entirely subjective, based on the coherence of the doctors' questioning. I presented an MRI scan diagnosing a specific issue, confirmed by a senior specialist, yet they seemed uninterested and suggested a blood test to investigate alternative causes. Given my ongoing struggles with this practice, my sole objective was obtaining a referral letter to seek private medical treatment. My overall impression is that this practice is fundamentally ineffective in managing medical issues, with its only utility being referrals to private consultants - which have become increasingly necessary. Regrettably, no alternative practices in the catchment area appear to perform any better... I've investigated multiple times. It seems the NHS is completely overwhelmed - a deeply disheartening situation.
