Phone booking policy feels unfair and frustrating

Called today to arrange an appointment for my daughter and was informed that advance booking would be required for her to be seen. I'm unclear on the reasoning behind this policy. If I book ahead and am unable to attend, I understand there may be a charge applied. I find this approach problematic. It seems counterintuitive when healthcare facilities are already stretched and dealing with capacity issues. The local walk-in centre is no longer available either, which leaves limited options. This situation feels unnecessarily restrictive and frustrating.
