Practice refuses to answer letters about medication

I have been unable to obtain essential medication for seven months due to what appears to be procedural barriers, despite the medication requiring minimal administrative effort to prescribe. This situation has significantly impacted my academic performance, and the practice has not responded to my attempts at communication. They reference a 'shared care' arrangement without providing any written documentation, which raises concerns about whether this policy is being applied fairly and consistently. The practice appears reluctant to provide standard care in line with specialist recommendations. I have received three separate letters from another healthcare provider detailing the clinical necessity of my medication, appropriate monitoring protocols, and the urgency of treatment. The practice initially cited administrative issues for five months before eventually acknowledging a lack of understanding about my medication and an unwillingness to seek further information. Despite being a patient managing complex circumstances alongside my studies, I have had to coordinate between multiple practices to obtain basic explanations about my treatment, only to find myself unable to access support from alternative NHS services now that this practice is my registered provider. I was prescribed medication without adequate warning about potential side effects. During a minor procedure, a staff member made comments regarding my identity that felt confrontational, and I felt unable to leave the situation safely. When I requested a consultation to continue my existing medication, I was told that the clinician claimed to lack experience with my commonly prescribed treatment and would not be willing to assist, with reference again made to a shared care agreement without any documentation being provided to clarify how this arrangement actually functions.
