Terrible customer service leads to healthcare frustration

Attempted to contact healthcare provider for guidance on whether medical consultation was necessary or if self-treatment was appropriate. Wasted quarter of an hour listening to repeated assurances of being first in line, only to be met with endless ringing and no response, ultimately forcing me to hang up. Is it surprising that patients resort to emergency department walk-ins under such circumstances?
