Terrible medical service failing young patients completely

I would give zero stars if possible, but one is the minimum. I'm utterly frustrated with this medical practice. My daughter sought advice from the pharmacist about my granddaughter's conjunctivitis, who recommended antibiotics. When she called the surgery precisely at 8 AM, she was 27th in the queue. Despite explaining that the 15-month-old has swollen, red, and crusty eyes, she was denied an appointment and told to contact 111 or out-of-hours services. I challenged this, highlighting my previous experiences of being unable to reach out-of-hours services or 111, and was simply advised to go to the emergency department - which is completely inappropriate for a conjunctivitis case. The emergency department is for genuine emergencies, not routine pediatric care. I'm deeply concerned and angry about the practice's apparent inability to provide timely care. Their patient overload and continuous expansion seem to prioritize quantity over quality, leaving vulnerable patients like my grandchildren at risk. This situation is unacceptable and raises serious questions about potential future healthcare challenges for my family.
