Terrible medical service nearly cost me my sight

I'm typically not one to raise issues, but this situation demands attention. My eye developed a serious infection, and I reached out to schedule an urgent consultation. Despite waiting 7 hours, I received absolutely no communication, even though a doctor was meant to contact me. With my vision potentially at risk of permanent damage, they showed complete disregard and didn't even make a simple phone call. I was forced to physically go to the center and then endured an additional 2-hour wait. What happened to basic patient rights? I'm a contributing member of society who pays taxes – and now, due to the center's and doctor's negligence, I was on the brink of losing my eyesight. I desperately need to know how to formally lodge a complaint.
