Terrible service and unhelpful medical staff

The personnel here are discourteous and primarily present only when they've finished gossiping away from the reception desk. Getting an actual doctor's appointment appears to be completely unfeasible, with patients being relegated to telephone consultations with an unidentified physician scheduled two weeks in advance, with no guarantee of a subsequent in-person meeting. What sort of abysmal service standard is this? Has the National Health Service deteriorated to such a deplorable level? Or is this dysfunction unique to this specific medical practice? 15/06/22 update: I engaged in a discussion with the practice manager and received assurances that the problematic front desk staff conduct will be addressed. I appreciate their responsiveness to this review and their commitment to enhancing the overall quality of patient care.
